Establishes maximum rates for publishing legal notices and court orders in newspapers at $20.50 per folio for first publication and $8.45 per folio for subsequent publications, with minimum costs of $59.00 for notices published 2+ times and $44.00 for single publications.

Removes the sunset date of March 1, 2025 for annual inflation adjustments to newspaper publication rates, allowing the Department of Treasury to continue indefinite annual adjustments based on the Consumer Price Index.

Requires the Department of Treasury to adjust publication rates annually beginning March 1, 2018 based on the percentage increase in the United States Consumer Price Index, with all adjustments rounded to the nearest 5 cents.

Allows newspapers publishing state advertisements (other than tax lists) to charge their regular commercial rates for such advertisements.

Prohibits newspapers from charging higher rates for political notices or political advertising than they charge for comparable commercial advertising.
