Modifies the department's fee for publishing and distributing public acts and rules from a minimum of $2.00 to the actual cost of publication.

Changes terminology from "a person" to "an individual" for licensure categories in cosmetology professions (cosmetologists, manicurists, estheticians, electrologists, instructors, and establishments).

Adds "secondary school facility" as a new category for cosmetology instruction with application processing fee of $100.00 and annual license fee of $200.00.

Simplifies individual cosmetologist license fees to $42.00 per year and increases establishment fees from $25.00 to $150.00 per year for cosmetology establishments and from $100.00 to $250.00 per year for schools of cosmetology.

Authorizes the department to annually increase all fees by a percentage not to exceed the average wage and salary increase granted to state civil service employees, with notice to the legislature and technology department required by August 1 each year.
