Requires each law enforcement agency to adopt a use of force policy within 6 months of the act's effective date.

Use of force policies must require officers to use only physical force that is objectively reasonable and include standards for verbal warnings, deadly force limitations, and de-escalation techniques.

Defines deadly force as any force that a reasonable officer would consider likely to create substantial risk of death or serious bodily harm, and explicitly classifies intentional choking/airway restriction as deadly force if it creates such risk.

Requires law enforcement agencies to continuously review and update their use of force policies to comply with the act and align with case law precedent.

Mandates that law enforcement agencies make their use of force policies publicly available either on their website or posted at their physical location.
