Allow persons to file a letter of intent with the department instead of obtaining a certificate of need when initiating, expanding, replacing, relocating, or acquiring positron emission tomography scanners, magnetic resonance imagers, or computerized tomography scanners in outpatient imaging centers.

Require the department to send written approval within 30 days of receiving a letter of intent if services will be provided through an outpatient imaging center.

Prohibit initiation, expansion, replacement, relocation, or acquisition of the specified imaging services without either a certificate of need or written department approval under this section.

Define "outpatient imaging center" as a facility providing imaging services that is not owned or operated by a hospital and does not impose facility fees.

Define "facility fee" as a charge covering operational costs of the facility, separate from service charges.
