Amends Michigan Penal Code Section 301 to clarify that accepting money or valuable things contingent on race, contest, game results, or uncertain events remains a misdemeanor punishable by up to 1 year imprisonment or $1,000 fine, except as otherwise allowed by law.

Creates exemption for social wagering that meets all of the following conditions: incidental to a bona fide social relationship, limited to 100 or fewer participants, maximum individual wager of $25, no additional fees beyond wagers, all wagers paid as prizes to participants, and no professional gambling involved.

Restricts social wagering exemption to transactions where the organizer is a participant with only the potential to win equal prizes as other participants.

Prohibits social wagering exemption for transactions occurring inside gambling establishments, restaurants, entertainment venues, or bars, or promoted by a business to attract customers.
