Adds a new definition of "qualified individual" to include persons who have applied for Supplemental Security Income or Social Security Disability Income but have not yet received eligibility determination, and veterans who have applied for Department of Veterans Affairs disability compensation but have not yet received determination.

Expands the fee waiver provision in Section 9(3) to include qualified individuals in addition to medically indigent individuals, requiring providers to waive all fees for medical record copies upon proof of qualification status.

Limits qualified individuals to one free set of copies per health care provider or facility, with additional requests subject to standard fee schedules under Section 9(1).

Updates terminology throughout the statute to use gender-neutral language by replacing "his or her" with "the patient's" or "the individual's."

Corrects capitalization and formatting of defined terms including "Detroit Consumer Price Index" and "Bureau of Labor Statistics."
