Creates a Strategic and Operational Advisory Board within the Michigan Strategic Fund with 41 voting members and 6 nonvoting members appointed by the governor.

Voting members include directors from 11 state departments, executives from the Michigan Economic Development Corporation and Michigan State Housing Development Authority, and representatives from 29 regional economic development organizations and business groups.

Nonvoting members consist of 2 national economics experts, 2 top site-selection consultants, and 2 leaders from national economic development organizations.

Board members serve staggered terms with initial appointments of 1, 2, 3, or 4 years and subsequent members serving 4-year terms; the governor may remove members for incompetence, dereliction of duty, malfeasance, or other good cause.

Board must meet at least quarterly, operate under the Open Meetings Act and Freedom of Information Act, develop strategic and operational plans per section 9c, and members receive no compensation but may be reimbursed for necessary expenses; effective only if Senate Bill 1116 is also enacted.
