Changes the requirement that affidavits establishing grounds for search warrants be made "on oath" to allow them to be made "under oath or affirmation."

Permits judges and district court magistrates to sign search warrants from any location in the state when issued by electronic or electromagnetic means, removing the previous requirement to be physically present in the state.

Allows electronically transmitted copies of affidavits and search warrants to serve as duplicate originals without requiring an impression seal.

Maintains that search warrant affidavits remain nonpublic for 56 days after issuance, but become public after that period unless a suppression order is obtained to protect ongoing investigations or the privacy and safety of victims or witnesses.

Clarifies that peace officers and departments receiving electronically issued warrants must receive proof of the judge's or magistrate's signature before executing the warrant.
