Permits courts to issue search warrants for papers, documents, records, or other things to recipients located outside Michigan if the court has probable jurisdiction over the criminal matter and the warrant complies with the Stored Communications Act, 18 USC 2703(b).

Changes language from "when" to "if" in the initial warrant issuance condition and clarifies that affidavits must establish grounds to issue a warrant under the act.

Allows judges or district court magistrates to sign electronically issued search warrants from any location in the state, with proof of signature provided through electronic transmission or facsimile.

Maintains that search warrant affidavits remain nonpublic information for 56 days following issuance unless a suppression order is obtained to protect ongoing investigations or the privacy and safety of victims or witnesses.

Takes effect 90 days after enactment.
