Amends the Critical Health Problems Education Act to establish a critical health problems education program within the Michigan Department of Education.

Authorizes the superintendent to promote comprehensive health education programs including guidelines for local school districts, inservice teacher training, and curriculum development in partnership with higher education institutions.

Adds regional school health coordinators as contractual authorities in health education to provide assistance with inservice programs for teachers.

Defines "regional school health coordinators" as qualified health education professionals employed by school districts, intermediate school districts, public school academies, or other entities and funded jointly by the Department of Health and Human Services and the Department of Education.

Requires regional school health coordinators to operationalize comprehensive school health education and wellness programs across all schools in the state.
