Establishes a goal to conserve 30% of Michigan's total land and water area by 2030, including state, federal, municipal, tribal, and private holdings.

Requires the Department of Natural Resources to develop a "legacy plan" by December 31, 2025, that identifies biologically diverse areas, inventories land uses, assesses existing conservation programs, and recommends funding sources for land acquisition and stewardship.

Mandates public input through meetings in six regions (southeast, southwest, northeast, and northwest Lower Peninsula; east and west Upper Peninsula) and consultation with stakeholders including land trusts, environmental organizations, Indian tribes, and private landowners.

Requires legislative approval before implementing the legacy plan and annual reporting to the legislature on implementation progress.

Adds biological diversity protection to the Department's duties in section 503 and requires strategic land management plans to include goals supporting the legacy plan's conservation objectives.
