Amends the 1929 crude oil and petroleum pipeline regulation act to add a definition of "carbon dioxide substance" as a gaseous or liquid substance consisting primarily of carbon dioxide used for storage or in secondary/enhanced recovery operations.

Clarifies that persons engaging in pipeline transport, storage, or buying/selling of crude oil, petroleum products, or carbon dioxide substances must obtain authorization under the act and cannot exercise eminent domain or operate pipelines on public or private property without statutory authority.

Exempts from regulatory requirements any rights that existed and were valid on March 27, 1929, and carbon sequestration wells operated under Part 651 of the Natural Resources and Environmental Protection Act (MCL 324.65101 to 324.65117).

Does not take effect unless both Senate Bill No. 1131 and Senate Bill No. 1133 of the 102nd Legislature are also enacted into law.
