Prohibits selling, purchasing, transferring, owning, possessing, carrying, or transporting a deceptively colored firearm (defined as a firearm where more than 50% of exterior surface, the receiver, or the slide is any color other than black, brown, dark grey, dark green, silver, steel, or nickel).

Prohibits selling, purchasing, transferring, owning, possessing, carrying, or transporting a covert firearm (a firearm constructed in a shape or configuration not immediately recognizable as a firearm) or deceptive coloring products used to modify firearms into deceptively colored firearms.

Violators are guilty of a misdemeanor punishable by imprisonment for not more than 1 year or a fine of not more than $500.00, or both.

Exempts individuals who owned deceptively colored or covert firearms before the law's effective date, individuals receiving such firearms by operation of law who surrender them or modify them within 14 days, government entities and their members acting in official capacity, and antique firearms or firearms with ivory handles.

Becomes effective 90 days after enactment; Department of State Police authorized to promulgate implementing rules.
