Reduces professional development hours required for school counselor credential renewal from 50 hours (25 hours each in college preparation and career counseling) to 10 hours in postsecondary preparation, which may include college readiness, career counseling, and military options.

Removes temporary emergency provisions (subsection 10-12) that allowed non-certified substitute teachers with only a high school diploma to teach from December 27, 2021 through June 30, 2022.

Renumbers and reorganizes subsections related to preliminary school counselor licenses, temporary school counselor licenses for out-of-state credential holders, and denial of credentials for fraud or conviction.

Maintains existing requirements for school counselor licensing including master's degree completion, passage of state examination, or out-of-state credential with 3 years experience or state exam passage.

Keeps definitions of school counselor credentials to include school counselor endorsements on teaching certificates, preliminary licenses, temporary licenses, and school counselor licenses.
