Senate Bill 1145 Summary

• Beginning with the 2027-2028 school year, school districts, intermediate school districts, and public school academies must incorporate 1 unit of instruction on African-American history, Indigenous People history, Asian American and Pacific Islander history, Latin American/Hispanic American/Caribbean American history, Arab American/North African/Chaldean American history, and Jewish American history into their history curricula.

• Each required unit of instruction must cover contributions of these groups in government, arts, humanities, and sciences; their history in Michigan and the Midwest; and their contributions toward advancing civil rights from the nineteenth century onward.

• The superintendent of public instruction must adopt or develop instructional materials as guidelines for these units, created with input from cultural centers, community members, experts, and scholars within each group, and aligned with state social studies standards.

• School districts and administrators must monitor compliance with these requirements, and schools may meet requirements through virtual courses or online instruction with flexibility to incorporate instruction into preexisting units and lesson plans across multiple subject areas.

• Section 1278 is amended to require state board curriculum standards include age- and grade-appropriate instruction on institutional and societal discrimination against marginalized populations protected under the Elliott-Larsen Civil Rights Act, including racism, sexism, xenophobia, antisemitism, Islamophobia, and homophobia.
