Prohibits governmental units from entering into or expending funds under construction contracts that include terms requiring, prohibiting, encouraging, or discouraging parties from entering into agreements with collective bargaining organizations.

Expands the prohibition to contracts supported through government grants, tax abatements, and tax credits, preventing these subsidies from being conditioned on inclusion of union-related contract terms.

Allows governmental units to award grants, tax abatements, or tax credits to private parties with collective bargaining agreements if such status is not a condition for award and no discrimination occurs based on union status.

Voids any union-related contract terms included in bid specifications, project agreements, or controlling documents for construction projects involving public facilities.

Repeals sections 2 and 8 of the 2011 act, which previously allowed exemptions for projects based on public health or safety concerns.
