Amends MCL 551.16 to consolidate the list of individuals authorized to solemnize marriages by referencing section 7 instead of listing specific officials.

Simplifies language regarding marriage validity by stating that marriages are "not void" and validity "is not affected" when solemnized by individuals authorized under section 7, regardless of any lack of jurisdiction or authority.

Maintains the existing requirement that the marriage must have been consummated with at least one party's full belief that they were lawfully joined in marriage.

Takes effect only if Senate Bill No. 1044 of the 102nd Legislature is enacted into law (tie-bar provision).
