Adds minimum staffing levels as a mandatory subject of collective bargaining for public employees subject to 1969 PA 312.

Allows public employers to opt out of bargaining over minimum staffing levels if they experience a reduction in state education funding or property tax collections compared to the immediately preceding fiscal year.

Applies the minimum staffing level bargaining requirement separately in Section 11 (exclusive representatives) and Section 15 (collective bargaining obligations).

Does not restrict employees not subject to 1969 PA 312 from bargaining over minimum staffing levels.

Makes minor language corrections replacing outdated phrasing (e.g., "such" with "those," "shall be" with "are") for clarity.
