Expands access to nonpublic records of set-aside convictions to include law enforcement and intelligence agencies of Michigan and the United States, the Michigan National Guard, and other state National Guards.

Adds federal licensing functions and federal agency consideration as permissible uses of nonpublic conviction records previously set aside.

Permits disclosure of nonpublic records when required by federal law or regulation.

Replaces language throughout the statute changing "person" to "individual," "upon" to "on," and "shall" to "must" for consistency and clarity.

Clarifies that set-aside conviction records can be used for charging determinations, plea offers, and sentencing decisions by courts, law enforcement, and prosecuting attorneys.
