Exempts honorably discharged veterans and actively serving military members who are residents from paying recreation passport fees to enter state parks and state-operated public boating access sites.

Requires the Department of Military and Veterans Affairs to verify a resident's veteran or active military status upon request and issue a hangtag, sticker, or other form approved by the Department of Natural Resources.

Motor vehicles displaying the approved identification form are not required to affix a motor vehicle park permit or pay the recreation passport fee for entry into state parks and boating access sites.

Applies the same veteran and military exemption to both state park entry under section 74116 and state-operated public boating access site entry under section 78119.

Coordinates the design and approval of the identification form between the Department of Military and Veterans Affairs and the Department of Natural Resources.
