Amends MCL 600.6452 to add a new exception to the 3-year statute of limitations for claims against the state, exempting claims to which section 5851b applies.

Restructures subsection (5) to enumerate two categories of claims exempt from the statute of limitations: claims under the wrongful imprisonment compensation act (2016 PA 343, MCL 691.1751 to 691.1757) and claims under section 5851b.

Applies retroactively to actions pending on the effective date and to actions brought under section 5851b(4) of the revised judicature act.

Takes effect only if Senate Bills 1187 and 1188 of the 102nd Legislature are also enacted into law.
