Adds Joint Rule 29 to establish a "Joint Convention on the Presidential Election" to address questions about whether Michigan's presidential electors have been properly elected under Michigan Election Law.

Allows the joint convention to be convened by unanimous agreement of the House Speaker and Senate Majority Leader or by a majority of members elected to both houses, with the convention date set no later than the first Friday after the second Wednesday in December.

Requires members to first vote on whether electors were properly determined; if a majority votes "nay," members then vote to select which slate of electors (by political party or independent candidate) receives a majority of votes to be elected.

Directs the House Clerk and Senate Secretary to transmit a certificate of ascertainment listing the elected electors and voting record to the U.S. Archivist and to each chosen elector on or before electors convene on the first Tuesday after the second Wednesday in December.

Limits the joint convention's authority to conducting business under Article II, Section 1, Clause 2 of the U.S. Constitution and prohibits other legislative action during the session.
