Replaces vague references to "the effective date of the amendatory act" with the specific date of February 27, 2024 throughout the clean energy system definitions

Maintains existing clean energy system requirements including nuclear generation, natural gas facilities with at least 90% carbon capture effectiveness, and independently owned combined cycle natural gas plants with approved greenhouse gas reduction plans
