Authorizes the Department of Technology, Management, and Budget to convey or transfer approximately 118 acres of state-owned property in Arenac County (City of Standish) currently under Department of Corrections jurisdiction

Property may be sold at fair market value through competitive bidding, transferred to another state agency, exchanged for property of equal value, or sold to local governments at below market value for exclusive public use

Prohibits the conveyed property from being used for solar, wind, or energy storage projects connected to the electric grid, with exceptions for off-grid systems and distributed generation programs

Requires that if property sold below market value is later conveyed by the local government, the state must first be offered the right to repurchase at the original sale price

Net revenue from any sale must be deposited into the state's general fund, and the state retains rights to aboriginal antiquities and 50% of any oil, gas, or mineral development revenues
