Clarifies that orders suspending or modifying open seasons for fish, game, fur-bearing animals, or game birds must not remain in effect for more than 5 years

Renames the "sports fishing handbook" to "fishing guide" throughout the statute

Maintains existing requirements for public notification of rule changes through newspapers and annual guides, while updating procedural language
