Selected health information exchange must maintain HITRUST Alliance certification or similar third-party cybersecurity certification, comply with federal and state data protection laws, and have technical connections to a significant percentage of Michigan healthcare providers, public health agencies, and payors

Health data utility must provide patients with the ability to opt out of data sharing at any time through a clear and conspicuous process, and include patient consent management in its technology infrastructure

Updates the Health Information Technology Commission's duties to require consultation with the Department of Health and Human Services when developing strategic plans for interoperable health information technology systems
