Expands the Michigan Indigent Defense Commission's (MIDC) authority to cover youth in juvenile delinquency proceedings under section 2(a), (d), or (h) of the probate code, in addition to indigent adults charged with crimes

Increases MIDC voting membership from 18 to 19 members by adding 1 member from the children's law section of the State Bar of Michigan with experience in defending youth in delinquency proceedings

Requires courts to ensure defendants and youth are advised of their right to counsel and prohibits waiver of counsel without first consulting with counsel on the consequences; waivers must be on the record and in writing

Establishes a structured grant payment system where indigent defense systems receive 40% of grant awards initially, followed by three 20% installments contingent on documented expenditures of at least 25% of approved costs per quarter

Takes effect on October 1 following enactment and expands the definition of "local share" to include indigent youth defense service costs from the 3 fiscal years preceding the act's effective date
