Authorizes the State Administrative Board to convey approximately 96.14 acres of state-owned property in Detroit (Wayne County) that formerly housed the Mound and Ryan Correctional Facilities

Grants the City of Detroit first right to purchase the property for $1.00 for two years after the act's effective date, provided the property is used exclusively for public purposes such as parks, public health, education, or government administration

If sold to the City of Detroit for $1.00, the city must offer the state first right to repurchase at the original price if the city later decides to sell, and must pay the state 100% of any profit from subsequent third-party sales

Allows the Department of Technology, Management, and Budget to sell the property through competitive bidding, public auction, brokerage services, or negotiated value-for-value conveyance if the City of Detroit declines

Requires the state to retain rights to 50% of gross revenue from any oil, gas, or mineral development on the property, and reserves the right to reclaim the property if deed restrictions are violated
