Increases the discount on alcoholic liquor purchases from the state for specially designated distributors and on-premises licensees from 17% to 23% off uniform prices

Makes the 23% discount permanent for all eligible licensees, replacing a previous provision that only granted the 23% rate temporarily to on-premises licensees from July 1, 2020 to July 1, 2021

Retains existing provisions requiring the Michigan Liquor Control Commission to set uniform prices yielding 51-65% gross profit, with qualified small distillers receiving a reduced 32.5% gross profit rate
