Expands the definition of "eligible institution" under the Michigan Reconnect Grant program to include intermediate school districts, career-tech facilities, technical colleges, private training providers, and apprenticeship programs that offer industry-recognized certificates or credentials

Allows these newly eligible institutions to participate even if their programs are not Pell-eligible, provided their participants are not already eligible for grants under the Michigan Reconnect Grant Recipient Act

Authorizes the Department of Labor and Economic Opportunity to award grants directly to participants in programs offered by these expanded eligible institutions

Permits the department to provide additional support to programs leading to industry-recognized certificates or credentials at these alternative training providers
