Creates the Nuclear and Hydrogen Graduate Attraction and Retention Program to provide grants to graduates who complete qualified education programs (degrees or credentials supporting nuclear or hydrogen industries) and accept employment at Michigan nuclear or hydrogen electric generation facilities

Grants are paid annually in equal installments over a 3-year period, contingent on continued employment at a qualified facility in Michigan; participants must apply within 12 months of graduation

Establishes the Nuclear and Hydrogen Graduate Attraction and Retention Program Fund in the state treasury to administer grants and enforce program requirements

Submitting false information to obtain program benefits is a misdemeanor punishable by up to 93 days imprisonment, a fine up to $1,000, or both; participants who receive improper payments must repay the department

Requires annual reporting to legislative committees on program participation, completion rates, and industry breakdown (nuclear vs. hydrogen); the act is contingent on passage of related bills HB 4124, HB 4125, HB 4126, HB 4127, and HB 4128
