Specifies that doghouses must have both a roof and floor, with dry bedding (such as straw or cedar shavings, but not blankets or moisture-retaining materials) when temperatures drop below freezing

Excludes certain structures from qualifying as adequate dog shelter, including crawl spaces, vehicle spaces without climate control, cardboard shelters, wire crates, metal/plastic barrels, and transport crates designed for temporary housing

Clarifies that indoor shelter for dogs must include appropriate light, ventilation, and temperature control

Takes effect 90 days after enactment into law
