Authorizes the state administrative board to convey approximately 81.078 acres of state-owned property in Jackson County, formerly the Dalton Road Landfill site under Department of Corrections jurisdiction

Grants Jackson County first right to purchase the property for $1.00 within 2 years of the act's effective date, provided it is used exclusively for public purposes such as government administration, law enforcement, public parks, or education

Requires the property to remain restricted to public use if sold to a local government for less than fair market value, with the state retaining right of first refusal if the local government later decides to sell

Allows the Department of Technology, Management, and Budget to sell the property through competitive bidding, public auction, real estate brokers, or negotiated sale if Jackson County declines to purchase

Requires grantees to pay the state 50% of gross revenue if any oil, gas, or minerals are developed on the property, and allows the state to reclaim the property if sale conditions are violated
