Changes terminology from "provisional teaching certificate" to "standard teaching certificate" throughout the revised school code

Fee elimination applies to all educator credentials including teaching certificates, school psychologist certificates, school administrator certificates, school counselor licenses, substitute teacher permits, and emergency permits
