Authorizes school district boards, intermediate school district boards, and public school academy boards to issue "local teaching certificates" to individuals who hold at least a bachelor's degree in the subject area they will teach with a minimum 3.0 GPA

Local teaching certificates are valid for up to 5 years and only authorize teaching at the specific district or academy that issued the certificate; after expiration, individuals must obtain a standard state teaching certificate to continue teaching

Prohibits local teaching certificates from being issued for special education positions and sets a sunset date of July 1, 2035 for the local certification program

Expands the definition of "certificated teacher" throughout the school code to include both state-issued teaching certificates and local teaching certificates for public school academies, urban high school academies, schools of excellence, and strict discipline academies

Applies existing criminal background check requirements, certificate suspension/revocation procedures, and penalties for fraudulent certificate use to local teaching certificates
