Limits pilot program enrollment to no more than 90 districts total, with equal distribution (1/3 each) among rural, suburban, and urban areas

Requires pilot assessment systems to meet federal Every Student Succeeds Act requirements, align to state standards, and provide individual student reports within 14 days of assessment completion

Sets time limits for pilot assessments: interim assessments must not exceed 1 hour on average per student, and final summative assessments must not exceed 3 hours on average

Appropriates $17.77 billion from the state school aid fund and $78.8 million from the general fund for public schools for fiscal year 2024-2025, with $37.5 million allocated for state assessment compliance costs
