Modifies public school academy, urban high school academy, and school of excellence statutes to allow pupil progress assessment using M-STEP, Michigan merit examination, or a state-administered assessment system under a pilot program authorized by section 104d of the state school aid act of 1979

Updates contract requirements for public school academies to include April 2, 2025 as the effective date for displaying authorizing body and educational management organization names on signage, promotional materials, websites, and enrollment applications

Requires Michigan merit examination social studies component and M-STEP (or pilot assessment system) to include questions on genocide, including the Holocaust and Armenian Genocide

Makes technical corrections including changing "Within" to "Not later than" for contract submission deadlines and updating references to disability law provisions

Takes effect only if HB 4157 of the 103rd Legislature is enacted into law (tie bar provision)
