Authorizes funding for 55,411.9 full-time classified positions and 188.5 unclassified positions across all state departments, the legislature, and judiciary, with appropriations based on continuation of fiscal year 2024-2025 activities

Largest appropriations include $780.2 million for Health and Human Services, $471.0 million for Transportation (including $340.7 million debt service), and $60.2 million for Treasury (including revenue sharing payments to local governments)

Maintains existing program rates and policies including Medicaid provider rates, foster care administrative rates ($60.20), child care provider reimbursement rates, and revenue sharing distributions to cities, villages, townships, and counties

Takes immediate effect upon approval, with interim appropriations terminating automatically when full fiscal year appropriation acts are enacted, at which point all obligations transfer to the respective full-year budget line items
