Prohibits the manufacture, delivery, possession with intent to deliver, and possession of xylazine (a veterinary sedative) for illicit use, with violations classified as felonies punishable by up to 5 years imprisonment and/or fines up to $15,000

Defines "licit use of xylazine" to include legitimate veterinary purposes, FDA-approved animal medications, pharmaceutical compounding by licensed pharmacists or veterinarians, and other federally authorized uses

Expands drug paraphernalia definitions to include equipment specifically designed for manufacturing, testing, weighing, diluting, storing, or introducing xylazine into the human body

Adds xylazine to existing drug overdose immunity provisions, protecting individuals who seek medical assistance during a xylazine-related overdose from prosecution for possession

Creates a felony offense for fraudulently obtaining xylazine from a health care provider, punishable by up to 5 years imprisonment and/or a $15,000 fine
