Reduces annual groundwater discharge permit fees from $7,500 (group 1 rate) to $1,800 for mobile home parks with 1,000 or fewer residents and campgrounds with 1,000 or fewer sites

Maintains the existing $1,800 fee for group 2 facilities and municipalities with 1,000 or fewer residents

Preserves current fee structure for other categories: $7,500 for group 1 facilities, $300 for group 2a facilities, and $240 for group 3 facilities

Requires the Department of Environment to grant or deny groundwater discharge permit applications within 180 days of receiving a complete application

Provides a 15% annual discount on permit fees if the department fails to meet the 180-day decision deadline
