Requires vehicle operators to stop when approaching a school bus displaying alternately flashing yellow lights (if the stop can be safely made) in addition to the existing requirement to stop for flashing red lights

Allows operators who cannot safely stop for yellow flashing lights to reduce speed and pass the school bus with caution instead

Expands the definition of "school bus zone" to include areas within 20 feet of a school bus that has stopped or is stopping and displaying red or yellow flashing lights

Applies stopping requirements to the entire width of the roadway where a school bus has stopped or is stopping

Maintains existing civil fines of $100 to $500 for violations and continues allowing stop-arm camera systems as evidence for enforcement
