Prohibits individuals employed by, serving under, or otherwise part of the executive office at the Michigan Department of Health and Human Services from serving on the state recipient rights advisory committee

Requires the director to replace any current committee members who are part of the department's executive office within 30 days of the law taking effect

Maintains the 12-member committee structure with at least one-third being primary consumers or family members, including at least 2 primary consumers

Updates definitions in the Mental Health Code, including clarifying that "state facility" means a center or hospital (removing language specifying "operated by the department")

Makes technical and grammatical corrections throughout the Mental Health Code sections regarding substance use disorder services, wraparound services, and related definitions
