Requires school districts, intermediate school districts, public school academies, and optionally nonpublic schools to update emergency operations plans by July 1, 2026 and every 3 years thereafter (changed from biennial requirement starting 2019-2020)

Mandates each school establish a crisis team by July 1, 2026 consisting of the principal, assistant principal (if available), school resource officer (if available), security personnel (if available), and other appropriate staff to handle lockdowns, evacuations, and parent-pupil reunification

Expands emergency operations plan requirements to include guidelines for temporary locking devices or systems if installed by the school

Extends all emergency operations plan and review requirements to nonpublic schools, though nonpublic school governing bodies may elect to exempt themselves from these requirements

Maintains confidentiality protections for emergency operations plans, exempting them from Freedom of Information Act disclosure requirements
