Requires each intermediate school district (ISD) board to employ at least one emergency and safety manager and at least one mental health coordinator

Emergency and safety managers must serve as liaisons between state safety agencies, local emergency management, the state fire marshal, and public/nonpublic schools within the ISD, while conducting risk assessments and response training

Mental health coordinators must coordinate state funding for student mental health services, integrate community-based mental health services, facilitate behavioral health assessment teams, and develop comprehensive school-community mental health systems

Mental health coordinators are also responsible for deploying the BH-Works behavioral health platform, overseeing Medicaid billing for the Caring for Students (C4S) program, and recruiting behavioral health providers

The bill's effective date is contingent on the enactment of House Bill Nos. H00074'25 and H00077'25 from the 103rd Legislature
