Public schools are prohibited from entering agreements with or accepting grants from "foreign countries of concern" if such agreements constrain contracting freedom, allow foreign control of curriculum or values, or promote agendas detrimental to U.S. safety and security

Cultural exchange agreements with foreign countries of concern must be reviewed by the U.S. Department of State or appropriate federal security agency before execution, and schools cannot proceed if the agreement is deemed a security threat

Public schools cannot accept anything of value conditioned on participating in programs promoting the language or culture of a foreign country of concern

Foreign countries of concern are defined as: China, Russia, Iran, North Korea, Cuba, Venezuela, Syria, and any entities under their significant control

The bill amends Michigan's Revised School Code by adding Section 1346 to regulate these international agreements and grants
