Prohibits Michigan public universities and community colleges from entering agreements with "foreign countries of concern" (China, Russia, Iran, North Korea, Cuba, Venezuela under Maduro, and Syria) that constrain contracting freedom, allow foreign control of curriculum, or promote agendas detrimental to U.S. safety

Requires cultural exchange agreements with foreign countries of concern to be reviewed by the U.S. Department of State or other federal security agencies before execution, with agreements blocked if deemed detrimental to national security

Mandates gift agreements with foreign sources be signed by institutional leadership and include detailed descriptions of gift purpose, beneficiaries, and any conditions related to curriculum, faculty, admissions, or institutional positions

Requires semi-annual reporting (January 31 and July 31) to governing boards of all gifts from foreign sources valued at $50,000 or more, with reports subject to public disclosure under FOIA

Authorizes the Attorney General to bring civil enforcement actions, with penalties up to 105% of undisclosed gift value payable from non-public funds, effective July 1, 2025 for compliance inspections
