Prohibits the Michigan Strategic Fund from entering into economic incentive agreements with foreign entities from countries of concern, including China, Russia, Iran, North Korea, Cuba, Venezuela (Maduro regime), and Syria

Requires all economic incentive applicants and recipients to submit a signed affidavit under penalty of perjury attesting they are not a foreign entity

Defines "foreign entity" as any organization owned/controlled by a foreign country of concern, organized under their laws, headquartered there, or a subsidiary of such entities

Establishes that entities holding at least 25% voting interest or entitled to 25% of profits are presumed to control that entity

Prohibits government entities and other recipients from distributing economic incentives to, or using them for the benefit of, foreign entities from these countries of concern
