Defines "anaerobic digestion" as the controlled use of microorganisms to break down biodegradable material in the absence of oxygen, producing biogas and another product

Adds new definition for "anaerobic digester digestate" (or "digestate") as the product remaining after anaerobic digestion is complete, whether or not liquid and solid portions have been separated

Updates the definition of "anaerobic digester" to reference the new anaerobic digestion definition rather than describing the process within the term itself

Adds digestate to section 11555(6) and creates new section 11568(8) as exceptions to the "disposal area" definition

Requires House Bill No. 4265 to be enacted for this amendatory act to take effect (tie bar provision)
