Removes existing population-based and inventory requirements that previously restricted specially designated distributor (liquor store) licensees from operating motor vehicle fuel pumps on their premises

Establishes uniform requirement that all specially designated merchant and distributor licensees may operate fuel pumps if the point of alcohol payment and selection is at least 5 feet from where fuel is dispensed

Requires all liquor licensees to comply with state and local building, plumbing, zoning, fire, sanitation, and health laws, with mandatory license suspension for violations until remedied

Mandates denial of new license applications or transfers if the commission receives written notification that the applicant or premises does not meet applicable state and local codes

Rescinds Michigan Administrative Code rules R 436.1003 and R 436.1105(3) related to the previous restrictions
