Creates the Michigan Army National Guard and Air National Guard Apprenticeship Program to help members apply their military training toward receiving federal registered apprenticeship certificates from the U.S. Department of Labor.

Program must be offered at no cost to National Guard members who hold military occupational specialties or air force specialty codes compatible with registered apprenticeships.

On-the-job learning hours required for apprenticeship completion must occur during duty hours under the member's supervisor direction.

Department of Labor and Economic Opportunity will operate the program in coordination with the Michigan Veterans Affairs Agency, Department of Military and Veterans Affairs, and the state approving agency for GI Bill benefits.

Members must apply for participation and receive approval from someone in their chain of command as determined by the adjutant general.
